However, we do know that targeting certain minorities is not going to lead to more criminal arrests. We must have smart leaders who are respectable individuals and sensitive to what is needed by the community in which they operate. In time with new methods and competent leaders leading the charge, the problem of racially biased traffic stops may be eliminated.
