May others opponents were principally with constructing a winning issue for the Republicans in 1920. After much effort to arouse public support for the treaty, he suffered a major stroke. His condition only intensified what had already been his strong tendency to view public issues in moral terms and to resist any attempt at compromise. The treaty was never ratified.
