Moreover, he is on the verge of violating his entire city's right to public access .He is treading on thin ice in regards to this moral issue. Maybe the image of the Virgin Mary juxtaposed with pornography and excrements is offensive to him, but he still doesn't have the right to inhibit other's natural rights.
